This is how the left-leaning Inside Higher Ed views the Wisconsin University system's slush fund. They view it as "quietly building reserves" and one of the comments is "what's the issue, isn't it prudent to save for a rainly day?"  Sure, if it's YOUR MONEY!!!!!!!  Which is of course, the crux of the problem. Lefties think all money is "their" money.
